The 28 class railcars were deployed along the Kedah Branch Line between Prai and Padang Besar taking over from those steam locomotives from 1966 to 1969. These railcars were build for short hauls but when KTM used it for the Rapid Express running long hauls, it did last and many caught fires along the journey. One set got involved in a head on collision with a steam locomotive in Layang Layang, Johor. Eventually it was used as coaches with express trains. The 28 class were more comfortable than the 26/27 class that were running between Port Swettenham and KL.
